Cooperation with the Russian Public Chamber
In October 2006, an American Climate of Trust delegation held a meeting with the Public Chamber of the Russian Federation. The American delegation included Los Angeles County Sheriff Leroy Baca. The Russian group included the Chair of the Commission on Control over Law Enforcement, and the Chair of the Commission on Tolerance and Religious Freedom. Sheriff Baca shared with them his department's successful approach to establishing lines of communication between law enforcement and the community. The Chairmen were particularly interested in the Sheriff department's system of public councils, which provide direct input from the community's diverse ethnic groups. They expressed interest in setting up an analogous system in Russia.

Cooperation with regional Public Chambers
In 2006, the Director of the Ryazan RTC was appointed by the Governor to serve as the Co-chair
of the region's Public Commission on Interethnic Relations and Human Rights. Since then, the Ryazan RTC has been working with the regional administration to have Climate of Trust activities included in its five-year plan to combat crime in the Ryazan region.

Civil G 8 Forum in Moscow
In July 2006, the Climate of Trust was invited by the Russian President's Council on Civil Society Development and Human Rights, to participate in the "Civil G 8 Forum" for NGOs in Moscow. This forum was a prelude to the G8 summit in St. Petersburg. Russia's human rights community considered this to be a valuable opportunity to convey their message to the Russian authorities in a public way. The Climate of Trust program was represented by its Director Pnina Levermore and the Director of San Francisco's Office of Citizen Complaints Kevin Allen. Mr. Allen's agency is responsible for citizen oversight of San Francisco Police Department.
At the forum, our delegates participated in the round-table discussions on citizen oversight of law enforcement. Mr. Allen's presentation catalyzed a spirited discussion on best approaches to oversight of police conduct. Mr. Allen's input was included in the final document that was presented to the Russian authorities at the G8 Summit in St. Petersburg.
Participation in the Council of Europe's Seminars in Kazan
The Council of Europe regularly conducts seminars in Kazan. In 2006, the Kazan RTC participated in two Council of Europe's seminars - "Religious Education" and "Changing Places" that were focused on improving cooperation of police, schools, religious communities, and mass media.
